English Local Authorities Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

Based on a latest study of local authorities, English councils are preparing to offload social clubs, athletic facilities, and shopping arcades as they bet on a fire sale of properties to balance the books.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils representing second-tier cities in the UK reported that 60% of local authorities are planning to dispose of properties to cover the rising costs of adult and children’s social care.

Local governments have in the past faced criticism for disposing of public land and land to shore up their budgets, but they argue they must continue to generate essential revenue from asset sales or face insolvency.

This coalition said that a significant number of councils attempting to raise money from a fire sale of holdings represented “a clear change from 2024, when the largest share (60%) of municipal officials said they would focus on restructuring services and utilising savings to manage growing fiscal pressures.”

Specific Cases of Planned Sales

Medway Council in southeast England said its property management strategy included the sale of a retail complex in Rainham and a social club in another town to raise 20 million pounds over five years.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be disposed of under the plan.

Local Levy Increases and Wider Financial Strains

This research of councils in the coalition, which covers several urban centers, also found that more than 70% of councils will have to raise local levies next spring to address the growing cost of essential services, increased rates of housing insecurity, and a longstanding housing shortage.

Medway council explained it will press ahead with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting creative strategies but some of these require time to deliver both better provisions and financial savings,” said a council leader.

He added: “We face demographic pressures which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Forecasts

A survey of county councils this week further found council budgets being strained by the increasing figures of children and older individuals needing special educational assistance.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Government officials have put off scheduled changes to the Send system until next year after a policy document setting out those changes was recently delayed.

Deprivation and Funding Gaps

According to the most recent deprivation measures (the Index of Multiple Deprivation) for English councils, many participating urban areas were among the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest deprivation indices,” noted the report.

“While only a single urban area is in the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of England. The data highlights the scale of difficulties facing municipal officials across key cities in the coming year,” the analysis concluded.

“Council officials have been explicit about the necessity for a fair and sustainable financial structure that reflects and responds to the actual extent of deprivation and need,” stated Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened care services in the past 12 months, the survey revealed.
